The Significance and History of H.R. 1

In late March, the House of Representatives passed the Lower Energy Costs Act, which has been designated as H.R.1 for the 118th Congress. For over two decades, H.R. 1 has been reserved for the House Speaker to attach to the top priority of the party in power in the House of Representatives. It is useful to analyze the history of the H.R. 1 designation - since this is indicative of party priorities over time, as well as the success of these priorities in different political environments.
